The Army Corp of Engineers is requiring wetlands mitigation in the installation of the Stumpy Point sewage treatment system. The mitigation will compensate for each lot that is built on as a result of the treatment system. Right now it is extremely hard to build a house in Stumpy Point because the land is so low a lot of it won’t perk. The corp sees the construction of houses in this area as a loss of wetlands and wants the county to compensate the loss in the form of creating wetlands somewhere else.
This will cause a delay in the construction of the treatment system while Dare County looks into what might be involved including placing special conditions in the Stumpy Point zoning ordinances.
